Leaving Germany is not so easy for a Bernd. To live abroad you need money. In Germany you receive money from State. The so called Bürgergeld. So Bernd can NEET around. But if you leave the country you will not receive any money. So thats why mostly it's not possible to leave. Also moving out to live somewhere else also costs money. You will need to have several k EUR avaiable.
